The short answer: Snow and blur almost always combine two causes: the tape's natural aging and the condition of the machine playing it. Before we dive in, one thing worth remembering: the tape in your hands is almost always the only copy in the world of the moments recorded on it. The good news is that most of what looks like "the tape is ruined" is actually a reading problem, not an erased memory.
Where does the "snow" on screen come from?
Snow, that flickering white static, means the video heads are failing to read the magnetic signal at a given instant. There are two main suspects: dirty or worn video heads inside the VCR, and magnetic coating flaking off the tape itself, known as dropout. Over the years, the binder that holds the magnetic particles onto the tape absorbs moisture from the air and breaks down through a chemical process called hydrolysis. In advanced cases it turns literally sticky: oxide smears onto the heads, the tape squeals and stalls, and the screen fills with snow. This is the well-documented sticky-shed syndrome, and it has a genuine professional remedy: controlled tape baking, which temporarily dries the binder so the tape can be digitized immediately afterwards. Worth knowing too: camcorder formats like Hi8 and MiniDV use an especially thin metal-evaporated coating and become dropout-prone earlier than home VHS tapes.
Is the problem in the tape or in the VCR?
This is the most important practical question, because the answer decides what to do next. Faults that live in the machine, such as dirty heads, worn heads or misadjusted tracking, have not touched the memory itself: the recording is still on the tape, and it will look far better on a clean, calibrated deck. Faults that live in the tape, such as dropout, physical warping, mold or stickiness, need the tape itself treated before capture and sometimes digital repair after it. One firm warning: a moldy tape must never be played, not even "just to check". The spores spread through the entire transport and contaminate every tape that follows.

Look closely at the third column: about half of these symptoms have nothing to do with the tape at all. That is why a tape that looked "finished" on a home VCR so often surprises everyone once it is captured on professional equipment.
What can a professional deck with a TBC recover that a home VCR cannot?
Analog video depends on precise timing: every line of the picture must begin at the right instant. An aging tape and an aging home VCR disrupt that timing together, and the result is a picture that shakes, wobbles or bends at the top of the frame. A time base corrector rebuilds the timing line by line and produces a stable image that can be captured cleanly. What cannot be fixed? The truth about copies of copies
Here we prefer to be honest up front. When an analog tape is copied to another tape, every generation loses sharpness and smears color, and what no longer exists on the tape cannot be invented by any technology. If what you own is a third-generation copy of the wedding film, digitization will capture the very best that copy holds, but it will not turn it back into the original. So before converting, it is always worth asking around the family whether the original cassette still exists somewhere. The same principle applies to natural signal fade: a 10-20% drop in signal strength over 10-25 years, as documented in the preservation literature, is real damage, yet most of the information is still there.
